Herbert Hoover was elected president at one of the most difficult times in American history. During his administration, many negative events occured including the Great Depression and global disputes. He did have a good positive attitude and accomplished some things as president. For these reasons, it is fair to say that Hoover tried hard but in many people's opinions only deserves a grade of around a D.

When elected as President, there were a large number of things that Herbert Hoover intended on accomplishing. His presidential goals included to cutting taxes and creating public work. He also urged state & local governments to spend more on public buildings. Hoover's presidency advanced the country toward the goals outlined in his Inaugural Address. These personality goals included justice, liberty, equality of opportunity, individual initiative, freedom of opinion, integrity in government, peace, growth of religious spirit, and strengthening of the home.Also in his address he stated that he wanted to attack the causes of the depression, which he thought were fixing international problems. He also had some minor accomplishments including setting the "Star Spangled Banner" as the national anthem. Most of Hoover's goals were not accomplished but he did manange to take care of some moral issues. His lack of accomplishments is reflected in his grade.

Although Hoover may not have been among the best of presidents, he was a friendly guy who got along with almost anyone. As a result, he had a fairly good relationship with his congress. These members were Secretary of State- Henry L. Stimson, Secretary of the Treasury-Andrew W. Mellonn, and Ogden L. Millss, Secretary of War- James W. Good, and Patrick J. Hurleyy, Attorney General- William DeWitt Mitchell, Postmaster General- Walter F. Brown, Secretary of the Navy- Charles F. Adams, Secretary of the Interior- Ray L. Wilbur, Secretary of Agriculture- Arthur M. Hyde, Secretary of Commerce- Robert P. Lamont and Roy D. Chapin, and his Secretary of Labor James J. Davis, and William N. Doak. Along with these cabinet members, Hoover managed to pass the Hawley-Smoot Teriff. Other than that, they did not do much for the good of the country, even after the stock-market crash.

The most positive of Hoover's accomplishment's during his time as president would have to be the passing of the Hawley-Smoot Teriff, which was passed in 1930 and was enacted to help protect farmers and others from having too much competition. Unfortunately, other nations also created tariffs which meant that trade around the world slowed down. As previously stated, Hoover did not pass a whole lot of acts or do too much during his administration. The most negative event of Hoover's time in office is defiatly the crashing of the stock market and the begining of the Great Depression. However, Hoover can not be solely found guilty of this and he had little to do with it. The most negative action directly from Hoover is the passing of his Drought Relief Bill which authorized $45 million for relief in Midwestern and Southern states. This was not a completely bad bill but it did spend a lot of money of unessasry things, while it was needed for more important matters.

Herbert Hoover's presidential administration had very little effect on futurte generations of presidents and people. This was largely due to the fact that he didn't achieve all that much. He did verify the fact that it takes more than being a "nice-guy" and a humanitarian to be compident enough to lead a nation. He also helped farmers out some at the time with his Hawley-Smoot Tariff. Hoover was not a bad president he was a progressive whose early social, economic and environmental movements were largely overshadowed by the Great Depression. The problem is that these actions were minor and had very little lasting effect.

In conclusion, the country was not greatly effected by Herbert Hoover. Some events will always be remembered of his administration such as the Great Depression but he didn't leave the country any better off. Sadly, in my opinion, the country was worst off when Hoover left as president than when he started. So although some of his goals were accomplished and he passed some important bills, his administration didn't have a great effect on the country nor did it help the US to move forward. For this reason, Herbert Hoover deserves a grade of a D for his minor actions that were taken and his poor luck and timing of the Great Depression starting.
